Lux Express to raise ticket prices as fuel costs climb

On October 8, 2026, ERR reported that bus company Lux Express plans to raise ticket prices because diesel fuel has become more expensive than the company had forecast for this year. The story concerns anyone who regularly travels by bus between Tallinn, Narva, Pärnu or Tartu, since ticket prices are largely shaped by fuel costs.

What happened and when

On October 8, 2026, ERR quoted Lux Express CEO Ingmar Roos as saying that bus fuel currently costs more than 30 percent above what the company had projected for this year. The company has already adjusted its ticket prices, and if fuel prices do not fall by November, a further price increase will follow.

According to Roos, the price of a full ticket on the Tallinn-Narva and Tallinn-Pärnu routes could rise by roughly 50 cents to one euro. The Estonian Chamber of Commerce and Industry has proposed to the government that diesel excise duty be lowered, but Climate Minister Erkki Keldo said that cutting the excise rate to the minimum level allowed would cost the state budget 210 million euros per year, and that money would have to come from somewhere else.

Why fuel prices affect ticket prices

Mait Palts, director general of the Estonian Chamber of Commerce and Industry, told ERR that the global market price of diesel is now twice as high as it was a year ago. For a bus company, fuel is one of the biggest fixed costs, since every route involves a set number of kilometres driven and a corresponding amount of fuel consumed.

Alvar Tõruke, chairman of the board of DSV Estonia, gave ERR an example showing that fuel price swings in the transport sector have become so rapid that the fuel surcharge is now recalculated weekly instead of once a month. A similar logic applies to passenger transport: when fuel gets more expensive, a company cannot absorb the extra cost from its profits indefinitely and eventually has to pass it on through ticket prices.

What this means for passengers' wallets

If a full ticket becomes 50 cents to one euro more expensive, that adds up over time for a regular commuter. For example, if someone travels between Tallinn and Narva twice a month (one round trip, meaning two tickets a month), a 1 euro price increase per ticket means an extra 2 euros a month, or 24 euros a year. If the increase stays at 50 cents, the extra cost is 1 euro a month, or 12 euros a year.

This is a simple illustration, not Lux Express's official price list, since the company has not yet published the exact new fares. What matters is that a small increase in ticket price affects an occasional traveller differently than a daily commuter, whose extra cost multiplies across dozens of trips a year.

How to calculate your own fuel costs

If you drive similar distances yourself, for example Tallinn-Narva (about 210 km) or Tallinn-Pärnu (about 130 km), you can estimate your fuel costs with the Fuel Cost Calculator, where you enter the distance, your car's average consumption per 100 km, and the fuel price. This helps you compare whether a private car or a bus ticket works out cheaper for a specific trip.

Let's say, for example, that a car uses 7 litres of diesel per 100 km and the Tallinn-Narva distance is 210 km. A round trip would then use about 29.4 litres of fuel (420 km divided by 100, multiplied by 7). Adding the fuel price, the calculator can show whether this ends up cheaper than two bus tickets at the planned higher price. The calculator gives you the exact amount once you enter the current fuel price at the pump.

What happens next

At the moment, it is only known that Lux Express has already adjusted its ticket prices, and whether a further increase follows depends on whether fuel prices fall by November. The Estonian Chamber of Commerce and Industry has proposed to the government that diesel excise duty be lowered, but Climate Minister Erkki Keldo has said that cutting the excise rate to the minimum level would cost the state budget 210 million euros a year, money that would need to be found elsewhere.

Passengers should keep an eye on Lux Express's own announcements for the exact new prices, since the ERR source does not yet give final ticket prices, only a rough range (50 cents to one euro per full ticket on selected routes).
